In plain words

No form of saṃnyāsa truly bears fruit when dispassion is merely weak. With intense dispassion there are two modes, Kuṭīcaka and Bahūdaka: the former for one without strength to wander widely, the latter for one able to travel from place to place. Thus the elders have prescribed them according to fitness.
