In plain words
Through the rising of pure knowledge, the state of lord of the wheel is attained. But when, wishing for no limited siddhi, he desires the spreading forth of the Self as the universe, then for him: When, wishing for the spreading forth of himself as the universe, he unites with power, then, through the rising of pure knowledge, "I alone am all", the greatness of the Great Lord, which is lordship over the wheel of his own powers that make up the universe, is attained by him. As the Svacchanda says: "Therefore that is the supreme knowledge, than which there is no other; for here one gains, all at once, the supreme qualities, all-knowingness and the rest. Because it makes known as the supreme Self the one whose qualities are knowing and being without beginning, and because it rejects what is not the supreme Self, it is called vidyā. Abiding there, let one reveal the supreme radiance, the supreme cause; when the supreme radiance is revealed, abiding there one attains Śivahood." This is gathered up in the verse: "When he abides pervading all things as though wishing to see them, then what need of saying more? He will know it for himself."
