In plain words

From desire, the going outward of the one who is carried along. But when this very one does not reflect on the inner state of the fourth as his own self, then, through the state of the knower as body and the rest, from what has the form of the āṇava mala, the sense of being incomplete: The one carried along (saṃvāhya) is the paśu, whose form is a self of karma: he is carried, that is, led from womb to womb, together with the sheaths, the inner and outer instruments, the tanmātras and the elements, presided over by the wheel of powers. For him, by the way stated in the Svacchanda, "… but here desire is mala," because of desire, whose form is the āṇava mala called ignorance, the sense of being incomplete, there is only going outward, being turned to objects, and never at any time attentiveness turned within. As the Kālikākrama says: "Since, veiled by ignorance, through being joined to the method of thought-constructs, he does not at once bring forth Śiva and all the rest, therefore good and bad states are seen, because he is under their power; and from bad states supreme suffering is born. Making a construction that is not true, they are cooked in the hells and the rest, and are burned by faults that arise from themselves, as bamboos by fire. With things made of māyā they always feed on ignorance; those people go to a body made of māyā, a vessel of affliction."
