In plain words

so the Blessed Lord's will itself comes to be in that way. By the will alone of yogīs, the coming about of many forms, houses and the rest, attains the nature of action: these words are to be supplied. And they have no means at all, such as the clay and wood of carpenters and the like, apart from the will of the Supreme Lord. For they build by taking on his form. So the Blessed Lord's will alone becomes the form of the universe. Of an example that is seen, he says: Here, from his will, things are seen, through connection with fear and the like.
