In plain words

Moreover, these are turns of His power alone, that these are Brahmā and the rest: so he says: ‘This is Brahmā, this is the great Indra, these two are the sun and the moon’: may that Bhava protect, whose creeper of power has so blossomed. ‘This is Brahmā’ points also to Viṣṇu, Rudra, Īśa, Sadāśiva and Śiva. So Brahmā and the rest, who do the limited works of emanation, maintenance and the rest, each his own; and the great Indra, who abides in lordship over the gods; and the sun and the moon, who abide doing the work of lighting, nourishing and the rest for the world; ‘so’, that is, of this sort, anything else whatever endowed with great glory: all that is the ‘power’ of Him, that is, like a ‘creeper’ whose form is capacity, ‘blossomed’, that is, shining forth as having only come to flower, not to fruit; for the fruit of all that is like a flower is the attaining of non-difference from the Supreme Lord alone, made of a wonder beyond the world. As it is said in the venerable Pūrvaśāstra, in the discussion of samāveśa: “Here the wise should not imagine any difference in the fruit, which is realisation.” So it is said. And He whose creeper of power has thus blossomed, Bhava, whose true nature was explained before, ‘may He protect’, that is, guard from this contact with the resolve to worship the limited Brahmā and the rest. And I have praised Him: “All-knowing, all-doing, Brahmā and the rest, the lords of the worlds: we praise that Śiva, the ocean of awareness, in whom these become as bubbles.” So I have said.
