In plain words
And since the Lord has an anuttara capacity of this kind, for that very reason he says: Triumphant are the songs whose theme to be sung is the Supreme Lord, He by whose name, even, great souls are strewn with the sprouting shoots of a thrill. ‘Great souls’ are those whose self is ‘great’, that is, made to blossom through samāveśa opening out by the force of śaktipāta. In the way already stated, even by His name, once it has reached the path of their hearing in the state of emergence, they ‘are strewn with the sprouting shoots of a thrill’, that is, they are brought into samāveśa once again. Let whatever else is His stand aside for now: even ‘the songs’ intent on parāmarśa of Him, that is, even the fine verses of praise, ‘triumph’, that is, they abide in excellence over all.
