In plain words

To praise the uncommon excellence the Lord has even in taking on a form, he says: Homage to You, O You who made an end of the Ender, to You who crushed Madana, who set Gaṃgā upon Your head, who do each thing as it is fitting. For Kāla and Kāma, wild with pride in working calamity on the universe, restraint alone is fitting; for Gaṃgā, who serves the world by her purifying, since she is made of the flowing of the tears of ānanda that rose in His own eye at the touch of the Goddess's hand, the grace of being borne upon His own head alone is fitting: such is His doing each thing as it is fitting.
