In plain words

Since in this way, even in having a form, You alone surpass the universe, therefore for those who long for a fruit that surpasses the universe You alone are the refuge: so he says: For those who pray, O Lord, for a standing even above sovereignty, knowledge, dispassion and dharma, what other goal is there apart from You? ‘Sovereignty’ is being swollen with the existence of things to be ruled; ‘knowledge’ is the settled judgement of things to be rejected and things to be taken up; ‘dispassion’ is freedom from thirst for objects; ‘dharma’ is the impression left by activity carried out through the dominance of the guṇa sattva. For those who pray for a standing ‘above’ these, which have made their home even in Brahmā and the others, that is, in the pure Self that is cit, You alone are the ‘goal’, that is, the refuge, and no other, since the others are covered by the group of four, sovereignty and the rest.
