In plain words

And such anuttara sovereignty is Yours alone, since: If You do not will it, O Śaṃbhu, who is able to bend a blade of grass? But graced by Your will, who would not bear the yoke of Brahmā? Let the acts of emanation and the rest stand aside: without Your will no one at all, Brahmā, Viṣṇu or the rest, is able to bend even a blade of grass; but by the grace of Your power, who would not bear the station of Brahmā, Viṣṇu and the rest? Even a worm is able to bear it. That is said in the venerable Svacchanda: “The power of Brahmā belongs to the Supreme alone; where the will is, there He would make it descend.” So it is said. And also: “And Viṣṇu is held to be of the Vaiṣṇavī …” So it is said.
