In plain words

Śiva Himself is ever risen to help the universe, and so what we desire is already brought about: with this intent he says: Here, in helping the three worlds through maintenance, arising and dissolution, Your power, one alone, O Lord, beholds a means that is free. ‘Maintenance’ is the joining with varied enjoyments; ‘arising’ is the bringing to birth of bodies, worlds and the rest as befits those made senseless by dissolution; ‘dissolution’ is withdrawal for a certain time, to give rest to those wearied by clinging to a long chain of enjoyments. By these, for the help of the universe, ‘here’, that is, in the world, O ‘Lord’, that is, Master, Your power, ‘one alone’, that is, without a second, ‘beholds a means’, that is, sees an instrument of working, ‘that is free’, that is, that depends on itself. And it is said in the Mṛgendra: “Even in sleep He remains, awakening those fit to be awakened, restraining those to be restrained, bringing to fruition the karma of those bound by karma, making the powers of māyā fit for manifestation; He would see the whole host of things just as each thing is.” So it is said.
