In plain words

He shows that devotion to Him excels even the Supreme Lord: Of all that is good and not good You Yourself, too, are the maker; but devotion to You, O Lord, is solely the mother of the good alone. O ‘Lord’, that is, free one: not only is Brahmā or another, set to work by You, the maker of the good and not good that befits him; even ‘You Yourself’ are ‘the maker’, that is, the begetter, ‘of all that is good and not good’, that is, of the world whose nature is vidyā and māyā; ‘but devotion to You’ is solely ‘the mother of the good alone’, whose nature is the spreading forth of non-difference from You. So there is high regard for one's own self when it is joined with devotion to You.
