In plain words
Suppose all this is granted: you are the Lord; attachment and the other flaws are simply absent in you; your wish to help leans towards every living being equally; and there is no fruit you lack the power to give. Then why doesn't everyone who wants liberation come to you alone, on the strength of that one knowledge — 'Vāsudeva is everything'? Listen; here is the reason.
People who long for the success of their rites, who pray for the fruit to ripen, worship deities like Indra and Agni here in this world — for the scripture says: 'whoever worships another deity, thinking that deity is one thing and he himself another, does not really know; he belongs to the gods the way an animal belongs to its owner.' For such worshippers of separate deities, seeking a fruit, the result comes quickly — because entitlement to scripture belongs to the human world. That qualifying phrase, 'quickly, in the human world,' is the Lord's way of showing that in other worlds the fruit of action comes more slowly. 'In the human world' points specifically to rites tied to caste and stage of life, and for those entitled to such rites, the fruit ripens fast. And 'born of action' simply means: born from the action itself.

If — you, the Lord, being free from the flaws beginning with attachment, your wish to show favour being equal towards all living beings, and you being capable of bestowing every fruit — why then do not all, being seekers of liberation, resort to you alone by that very knowledge, 'Vāsudeva is all'? Hear the reason for that —
Desiring — longing for — the success, the accomplishment of fruit, of rites, praying for it, they worship in this world deities beginning with Indra and Agni; for the scripture says, 'Now, whoever worships another deity, [thinking] "that one is other, I am other" — he does not know; as an animal [belongs to its owner], so he belongs to the gods' (Bṛhadāraṇyaka Upaniṣad 1.4.10). For of them, worshippers of separate deities who desire fruit, quickly — swiftly — because entitlement to scripture holds in the human world; from this qualification, 'quickly, in the human world,' the Lord shows that the attainment of the fruit of action [is slower] in other worlds too. In the human world — this specifically refers to rites beginning with those of caste and life-stage; and of these rites, for which those qualified by caste and life-stage are entitled, the attainment of fruit happens quickly. 'Born of action' [means] born from action.
Gītā Vāhini

“Brother-in-law! People give up worshipping Me, who am their own Ātma-svarūpa; they abandon the wish to reach Me; and they take refuge in lesser powers that bestow fruits which are impermanent, unreal and transient. I shall tell you the reason for this; listen. Through ‘karmopāsana’ (worshipping other deities for the success of the fruit in worldly karmas), the fruit is gained quickly. People desire only what appears directly before them. These things relate only to the body and the senses. Ordinary people, unable to know Satya, toil for momentary pratyakṣa joy, but they do not strive for the eternal aparokṣa Ānanda.”
“Jñāna-siddhi is purely a matter of the antaḥkaraṇa; it is attained slowly. Man does not build up that much patience in himself. People give importance only to the gross body. Ordinary people strengthen only their connection with it. Because they are attached to desires, they do not hope for ‘Jñāna-siddhi’; they hope for ‘karma-siddhi’. In the world, those gripped by sense objects are many, but those gripped by inquiry are few. Those gripped by sense objects constantly hold as their standard only the nourishing of the body and only what is directly visible. They remain intent on that thought alone. Those gripped by inquiry long for the nourishment of the spirit, and strive for the attainment of constant sākṣātkāra, to show forth that all is the tattva of Brahman. Into that alone they put their time and their karma. This is the right path. Since karmopāsana is a crooked path, it is My duty to set the karmas of Dharma and the inquiry of Jñāna, which are the right path, within their proper limits, to establish them, and to make known their truth to the world. But, brother-in-law, there is one thing fit for the establishment of Dharma; listen: it is called the ‘cāturvarṇa vyavasthā’. This I have created in four kinds, according to people's karmas and guṇas.”
