In plain words

Day by day the sun melts away the span of man's life and takes it. Not only that: how much help comes to this world through him need not be told in a thousand words; daily experience is the direct witness. The root cause of the world's dairy and harvest, of its fields green with crops, is the sun. If the kindly touch of his rays did not reach them, there would be no vigour in dairy or harvest. Through his direct rays he draws up the water of the sea, holds it there in the form of clouds he himself has created, and delivers it down in the form of rain in the respective places, according to the fruits of the people's karmas of dharma. Ceaselessly assuming the form of the deity of Dharma, without making distinctions, he greets all that come before him and shares his radiance with them.
