Son of Surabhi, four-footed one, who cut away three of your feet? Let there be none like you in the kingdoms of kings who follow after Krsna. Tell me, bull, and may it go well with you both, who are good and have done no wrong: tell me the one who has made you misshapen, who stains the fame of Prtha's sons. For whoever fastens harm upon people who have done no wrong, there is fear of me from every side. When the wicked are held down, it goes well with the good, and that is all it takes. Whoever here does harm to beings that have done no wrong, and has no one to check him: I shall strike off his arm with the armlet still on it, though he be a god who never dies.

For the highest duty of a king is to guard those who stand in their own duty, while he punishes, as the teaching lays it down, those others here who leave the road, when it is no time of emergency.
