In plain words

Now follows the inquiry into the cosmic domain of the deities. Whose vow is the highest? The principle is the same as within the body. Fire declared, 'I will burn'; the sun declared, 'I will heat'; the moon declared, 'I will shine'; and every other deity acted in accordance with its nature. Just as the central breath within us, untouched by exhaustion and true to its function, maintains an unbroken vow, so too does Vayu among the cosmic deities. Other deities like fire sink into rest and withdraw from their duties, but Vayu does not set, just like the central breath. Therefore, Vayu alone is the deity that never sets. Having thus examined both the inner self and the cosmos, it is established that the vow uniting breath and wind is unbroken.

Now subsequently the cosmic teaching concerning deities is spoken. Whose vow of a specific deity is better is investigated. Everything is like the inner self. Fire maintained saying 'I will certainly burn'; the sun, 'I will heat'; the moon, 'I will shine'; and other deities similarly according to their divinity. Just as the middle breath among these prāṇas of speech and others, untouched by death, not fallen from its own action, with its own breath-vow having an unbroken vow is like this, so also among these fire and other deities, Vayu. They set, go to setting, withdraw from their proper actions—just as in the inner self speech and other deities, while fire and others set, Vayu does not set just like the middle breath. Hence this very deity whose wind is this is the one without setting. Having thus investigated both in the inner self and in the cosmos, it is determined that the vow of breath and wind is unbroken.
