In plain words
'...a student under vows, or a forest-dweller, or anyone at all — whoever wants to come to rest in liberation should take up the highest way of living.' And again: 'This, they say, is the conduct of one grounded in brahman — happiness reached in a single step. This is where the detached go; this is the dharma that has no beginning and no end.' Since that is how it stands, then for the one who knows and for the one who longs to be free, there is one thing they are entitled to and one only: the laying down of all action.
Close to the Sanskrit
'...(brahma)cārin, or a forest-dweller, or again whoever it may be — he who would wish to take his stand in liberation should resort to the highest mode of life,' thus. 'And this, they say, is the conduct grounded in brahman, the happiness of a single step. This is the course of the detached; this is the eternal dharma,' thus. Since it is so, therefore indeed for the knower and for the seeker of liberation the entitlement is the renunciation of all action alone.
