In plain words

One sun seems to multiply in many waters and to move or remain still with each reflecting vessel. So Parātma, the supreme Self, seems divided among higher and lower forms of life and bounded by the traits of each Upādhi, each limiting form. Through every appearance Parātma remains clear and wholly untouched.

Close to the Sanskrit

The one sun, through reflection in many waters, appears as many and seems to share the condition and movement of each Upādhi, each limiting adjunct. In the same way Parātma—the supreme Self—appears reflected in beings high and low, as though bounded by their Svabhāvas, their particular natures; yet in truth Parātma shines clearly, untouched by those natures.
