In plain words

Show the mind a piece of mother-of-pearl and it says: silver. Show it cut glass and it says: a jewel. Water stirred cloudy with flour — milk. Heat shimmering over sand — water. In exactly that way, taking something for God, the dull-witted go and worship what is not you, never once holding you in mind, Mahādeva, the Lord — O Paśupati.

Close to the Sanskrit

Just as the notion arises 'silver' in mother-of-pearl, 'a gem' in a chip of glass, 'milk' in flour-clouded water, 'water' in mirages — so too, through the delusion of godhood, the dull-witted person worships one other than you, not having held you, Mahādeva the Lord, in his mind, O Paśupati.
