In plain words
Anyone who has understood this must look at the whole world — everything that stands still and everything that moves — the way they look at their own Self. Because this Viṣṇu is the one wearing the form of the universe.
Close to the Sanskrit
By one who knows this, the entire world, unmoving and moving, is to be seen as the Self, since this Viṣṇu is the bearer of the universal form.
