In plain words
Of everything that gets born, a human birth is already rare. Rarer still is birth as a man; rarer again, birth as a brāhmaṇa. Beyond that comes devotion to the path of Vedic dharma, and beyond that, true learning. Then come discerning the Self from the non-Self, knowing it directly for oneself, and abiding as Brahman itself. Liberation is not attained without the merit of good deeds performed over a hundred crore births.

For creatures, human birth is hard to obtain; harder than this, manhood; than that, the state of a brāhmaṇa; than that, devotion to the path of Vedic dharma; beyond this, true learning; then the discrimination of self from not-self, one's own direct experience, and complete abidance as Brahman-Self. Liberation is not obtained without the merits, the purifying acts of a hundred crore of births.
