। ॥ २३३ ॥
In plain words
'This universe is nothing but Brahman' — so declares the great utterance of the Śruti, the crowning teaching of the Atharvaveda. So the universe, all of it, is simply Brahman: what is superimposed can never be truly separate from the ground it is superimposed on.
Close to the Sanskrit
'This universe is Brahman alone' — thus indeed declares the most excellent scriptural utterance, established at the culmination of the Atharva[veda]. Therefore the universe is entirely nothing but Brahman; there is no distinctness of the superimposed [universe] from its substratum.
