In plain words

Whatever is only superimposed can never actually stain what it is superimposed on - not even when a confused mind swears it is real. The great rushing flood of a mirage never wets the dry, barren ground it seems to cover.

Close to the Sanskrit

That which is superimposed never, even when [imagined] by the deluded whose intellect is corrupted by error, becomes a blemish on its substratum; the great flood of mirage-water does not moisten the tract of barren soil.
