In plain words

The mind whose vāsanās have worn thin is no doer even while it acts, like a person hearing a story while his mind has gone far away. The mind thick with vāsanās is the doer even while it does nothing, as one whose limbs lie still falls into a pit in a dream.

Word for word

This mind of thinned vāsanās, though doing, is a non-doer, as a person whose mind has gone far, in the hearing of a story. The mind of dense vāsanās, though not doing, is indeed a doer, as one with limbs unmoving, in a dream, in falling into a pit.
